It's the post-hallowe'en, pre-New Years crowd.

Someone'll die on New Years, the city will backlash for a sec, the mainstream parties will go illegal for a little bit, people'll get jaded, by next summer this year's newbies will either be sick of partying or addicted to meth. Two years down the road they'll go to a party again and realize it's just a party, then they can start laughing at next year's newbies complaining about how it was so much cooler back in 2005.
